CMS often receives referrals of potential improper payments from the MACs, UPICs, and Federal investigative agencies (e.g., OIG, DOJ). At CMS discretion, CMS may require the RAC to review claims, based on these referrals. These CMS-Required RAC reviews are conducted outside of the established ADR limits.

Umadevi Vootukuri is the Program Manager for Region 1. She brings in 18 years of success in leading all phases of large scale diverse projects and programs. She has a strong track record of managing timely, complete, and accurate project deliverables as it relates to adherence to policy, regulatory compliance, contracts and statements of work. She holds a Project Management Professional (PMP) certification and Masters in Computer Applications and is currently pursuing Program Management Professional (PGMP) training. Uma played key role in leading the RAC contract implementation since the inception of the Region A contract award in 2009. She has acquired extensive knowledge of the RAC program which is instrumental for continuous and successful execution and operation of the contracts since 2009. Also, she closely worked with Medicare Administrative Contractors (MACs) to standardize file interfaces between RACs and MACs. Overall, Uma is responsible to ensure the execution of the Region 1 RAC contract meets CMS requirements and good working relationships with CMS, CMS contractors, providers and all other stakeholders.
Dr. Marlene Mullen-Clayton
Contractor Medical Director, Region 1
Dr. Mullen-Clayton serves as Contractor Medical Director for Region 1. She brings an extensive array of healthcare experience as an academician, physician and corporate leader. Prior to joining Performant, Dr. Mullen-Clayton was the Northeast Regional Medical Director at United HealthCare focused on NJ managed Medicaid acute inpatient, skilled nursing facility, long term acute care hospital and acute inpatient rehabilitation services. In this role, and in her previous role as Chief Medical Officer of Premier Healthcare Exchange (PHX), Dr. Mullen-Clayton supported value based healthcare through medical necessity and policy review, peer interaction, and stakeholder educational presentations. Dr. Mullen-Clayton has nearly 20 years of clinical practice experience as an Emergency Medicine Physician and Medical Director.
